To me this painting is with little doubt a work by the artist Yamamoto Shoun. The style of painting and similarity to other examples of his works are striking. The use of a slightly different signature (昇龍, Shoryu, rather than 昇雲, Shoen) is interesting but my educated guess is that this is simply another 'gagou' (pseudonym) of Shoun rather than the signature of a different artist. I cannot discount the possibility of this works being by an understudy of Shoun, but I doubt it because the similarity to Shoun's is too striking and would border on plagiarism.

Artist Bio: 
Used the psudonym Shokoku (松谷) in his early career.
明治3年(1870年)高知県に生まれる。絵を山内家のお抱え絵師で狩野洞白の門人柳本圭吾に学び、更に狩野永岳の門人河田小龍に師事し、上京後、図案、染物の原図などを手がけ絵師として立った。明治27年東洋堂より刊行された「風俗画報」の挿絵を担当したのを皮切りに「新撰東京名所図會」と言うシリーズ312図を発表し、こうした雑誌挿絵を主要な活躍舞台としたのであった。 昇雲は維新以降の目まぐるしく変化する文化風俗に着手し、風俗記録画ともいうべき新しいジャンルを確立した。  昭和40年(1965)没
