More research and pics.
I suspect that this was painted by Yoshimatsu Goseda (1855-1915), and at an earlier time. A bio of him, states that he painted with oils that appeared as watercolors. I think he may have also done watercolors?
I had thought the frame was circa 1920-30, but could be 1910-20.
Here are a two photographs of the painting and a close-up of the signature which are a much better representation than the scans. Assumably, they will support the adage "a picure is worth a thousand words".
