Artist: Nishimura Hodo.
Title: "Sparrow Hawk on Persimmon Branch".
Publisher: Takemura Hideo.
Not much is known about this artist, but his work was famous at the time (1930's) for his flower and bird woodblock prints.
A very special addition to any collection of works published by Takemura (famous publisher of Shin-Hanga woodblocks) or a collector of bird woodblocks.
16" X 10-1/2" (unframed).

Artist Bio: 
Nishimura Hodo is most likely the watercolour artist Saito Hodo. See my discussion of Saito Hodo here.
