Artist Bio: 
This artist may be either Kobayashi Kiyochika or Tsuchiya Koitsu publishing under a different name. Both Kiyochika and Koitsu had strong relationships with the publisher Shoseido. The third kanji "習" means "to learn" and would be very appropriate for Koitsu who studied under Kiyochika. The dating also alludes to Koitsu, because this is in the period when Koitsu published many lithographs via Shoseido.
