Japanese watercolor by E. Kato -rainy night scene

Some time ago I had a painting by him and it was well received even though I found no info about him. Still I'm a little surprised that there still is no info about him. The scene is of a house on concrete? on the water-a canal? You get the sense of rain and I'm curious how he gets that effect. It looks like he paints up and down strokes all over the paper that look like rain and then paints the scene over it. However it's done, it's effective. Signed lower right. Black and silver frame has a few abrasions. But the colors complement the painting. The total size is 14 x 10-1/2".

Artist Bio: 
1869, April - Born Saichiro Kato, he took Eika Kato as a pseudonym.
1886 - Learnt watercolor painting from Toru Azukisawa.
1888 - Moved to Yokohama.
1889 - Learnt Japanese style painting techniques from Beisen Kubota.
1892, September - Married Kiku Tanaka.
1909, March - Announced an exhibition of 50 watercolours.
1910~ - Extend over several decades, painted watercolours in Hong Kong.
1942, September - Died at the age of 74. Buried in Kuboyama cemetery.
